Here are some things people are doing now.
The Ruby Ranch Internet Cooperative Association is a member-owned and operated provider of high-speed Internet connectivity to homes in the Ruby Ranch neighborhood in Summit County, Colorado. They have pooled their resources to get a neighborhood wired that their local telephone company wouldn't or couldn't.
TechTV has an article called Free Net for All. The page itself is misleadingly titled Free Wi-Fi in the Mountains, but there is only one mountain, overlooking Greater San Francisco, involved. The article introduces the Bay Area Research Wireless Network, which is working to bring free, high-speed, wireless Internet access to the masses.
Jim Selby, CTO of National Broadband is wirelessing Aspen, Colorado. NPR reports: audio (6:12 min) and a blurb.
Boingo Wireless hopes to capitalize on this grassroots movement by selling individuals subscriptions to use their hotspots all over the U. S., while signing up business to provide these access points.
